The Rim Fire Emergency Salvage Act was approved today by the House of Representatives as part of a larger bill, H.R. 2954 (The Public Access and Lands Improvement Act). Title IX of that bill comprises the Rim Fire Salvage Act. The salvage language is the result of consultations with Democratic offices and with the U.S. Forest Service. The compromise language assures compliance with all environmental laws and maintains judicial review, while assuring that salvage can begin this spring.

HR 3188, the Rim Fire Emergency Salvage Act, will provide for the expediated salvage of timber killed by the Yosemite Rim Fire in the summer of 2013.

This summer, the biggest fire in the history of the Sierra Nevada Mountains burned 400 square miles of forest land. The fire left behind an unprecedented swath of environmental devastation that threatens the loss not only of the affected forestland for generations, but sets events in motion that could threaten the surrounding forests for many years to come.

The oath of the uniformed services, taken by every living veteran in this country, including each and every one that we honor today, is clear and to the point: "To preserve, protect and defend THE CONSTITUTION of the United States." Think about that. The oath is not to "preserve, protect and defend the United States of America." It is not to "preserve, protect and defend the United States Government." The oath is specifically to "preserve, protect and defend THE CONSTITUTION of the United States."

I want to thank you for holding this hearing today and for the speedy consideration of HR 3188. It is estimated that up to one billion board feet of fire-killed timber can still be salvaged out of the forests devastated by the Yosemite Rim fire, but it requires immediate action. As time passes, the value of this dead timber declines until after a year or so it becomes unsalvageable.

Last night, the House attempted to re-open our national parks. Twenty two Democrats defied their party leaders and joined with the majority to provide this vital relief.
The little towns around Yosemite National Park depend on tourism for their economies. They're still reeling from the Yosemite Rim Fire that brought tourism to a near standstill last month.

This morning, the National Park Service ordered all visitors out of the park due to the government shutdown, causing lodges and concessionaires to lay off employees and close.

Congressman Tom McClintock today introduced HR 3188, the Yosemite Rim Fire Emergency Salvage Act. The measure provides for the expedited salvage of fire-killed timber in the Stanislaus National Forest and the Yosemite National Park by waiving environmental regulations and litigation that often delay salvage operations until the timber becomes worthless.

This act takes on poignant and crucial importance to my district in the Sierra Nevada Mountains of California, where the Yosemite Rim fire continues to burn through more than 400 square miles of forest land.
