Mr. Speaker:

On October 24, Sacramento County Sheriff's Deputy Danny Oliver and Placer County Detective Michael David Davis were wantonly gunned down in one of the most cold-blooded rampages in the history of either county.

By all accounts, these were exemplary law enforcement officers, fathers, husbands, sons and neighbors.

We are watching the rise of Islamic fascism on a scale unprecedented in modern times. It may be wrapped in different symbols and trace its genealogy through a different line, but at its core, it is fascism. Listen to its virulent anti-Semitism, the explicit promise of genocide, the utter rejection - indeed, disdain - for fundamental principles of democracy, justice and human rights. There can be no doubt what is happening. European fascism might have consumed all of Europe except for one gritty holdout - for more than a year, Great Britain stood in the breach. Had it fallen, the consequences would have been unthinkable.

The Endangered Species Act serves a great cause: to prevent the extinction of any species because of human activity. But as Eric Hoffer warned, "Every great cause begins as a movement, becomes a business, and eventually degenerates into a racket." Unfortunately, in the last four years, the ESA has become the basis for an explosion of lawsuits seeking to force hundreds of new species listings. Many of these suits are funded at taxpayers' expense, which in turn require federal, state and local agencies to spend even more taxpayer money to respond.
