Washington, D.C. – Congressman McClintock today delivered the following remarks on the House floor:

H.R. 7691 – Ukraine Supplemental Appropriation: YES.  This bill appropriates $40 billion to support Ukraine to repel the Russian invasion.  I have serious concerns that it includes appropriations beyond military support, including support for the civil operations of the government and addressing global food shortages.  I am also concerned that there is insufficient oversight of these funds and that it makes no effort to cut domestic spending to pay for it.  Finally, while appropriating such a staggering sum to defend Ukraine’s borders, the Democratic majority continues to ignore the security of our own. All that said, there is one overarching consideration that weighs in favor of the bill.  If Russia can be defeated in its invasion, every other rogue nation around the world will think long and hard before launching similar attacks – starting with China, Iran and North Korea.  In short, the world will become a much more stable place.  Further, the size of the appropriation sends a clear message to Russia that it cannot win this war and thus dramatically increases pressure on the regime to withdraw.  I have said all along that the Russian invasion is primarily a European security issue and must not become an American security issue by engaging directly with Russia or by expanding NATO.  This appropriation could be a game-changer in stabilizing the region before the conflict spreads to a point that directly threatens American security or triggers American treaty obligations.

Putin’s barbaric invasion of Ukraine is an affront to all humanity and a direct threat to the freedom and security of Europe. The bravery of Ukrainians from all walks of life stepping into mortal peril to defend their families, their country and, above all, their liberty, is an inspiration and exemplar for all people in all lands in all times. Putin feels unconstrained by civilized norms and international law. His territorial ambition will not be satiated with Ukraine but will continue until it becomes a security issue for the United States. Europe needs to mobilize militarily and cut off all commerce with Russia. Yet so far, the European nations have balked even at removing Russia from the SWIFT banking system because it would damage their economies, even while decimating Russia’s. What can the United States do?

Washington, D.C. - Today, Rep. Tom McClintock sent a letter to President Joe Biden calling upon him to fulfill the promise he made to assist the victims of the Caldor Fire when he visited the scene on September 13, 2021. The Federal Emergency Management Agency (FEMA) has denied Governor Newsom’s appeal for Individual Assistance for victims of the Caldor Fire. The Caldor Fire is the 15th largest and 16th most destructive fire in the history of California. Nearly 800 homes were destroyed when the fire tragically wiped out the Gold Rush-era town of Grizzly Flats.

The latest estimate for the Democrats’ Build Back Broke bill is $4.9 trillion, averaging $40,000 per family over the next decade.  They say its paid for.  By whom?  By you of course, through direct taxes, tax driven price increases and worst of all, inflation.  What do you get?  Amnesty for 7 million illegal aliens.   That’s the entire population of Alaska, Wyoming, Vermont, Rhode Island, Delaware, North Dakota, South Dakota and Montana – combined.

President Biden hasn’t mentioned Afghanistan since he turned the phased, conditional withdrawal under Trump into an unconditional surrender to the Taliban.  Nor has he yet found the time to see the chaos his policies have produced by collapsing our southern border.

WASHINGTON, D.C. – Today, Congressman Tom McClintock (CA-04), Ranking Member of the House Judiciary Subcommittee on Immigration and Citizenship, introduced the Illegal Immigrant Payoff Prohibition Act of 2021.  House Republican Leader Kevin McCarthy and House Judiciary Committee Ranking Member Jim Jordan are principal co-sponsors. The legislation will prevent the Attorney General from making settlement payments to individuals and families who entered the United States illegally.  It is a direct response to reports that the Biden Administration is proposing to pay as much as $450,000 per person to compensate families that unlawfully entered the United States.

Vote Notes on Legislation
A congressional subpoena is different than a normal subpoena.  A normal subpoena requires a judicial hearing to determine if there is legal cause to issue it.  A congressional subpoena has no such check, so the reasons for a congressional subpoena are limited to Congress’ oversight responsibilities over the bureaucracy and to inform its legislative duties.   Congress has no authority to issue subpoenas merely to find out who did what to whom.  That’s what it is doing here, by the admission of its own members.  Since Congress has no authority to issue such a subpoena, a respondent has no obligation to respect it.
